The plan requires that the transition happen immediately and that heavy transport be steered to railways whilst the road network be both electrified and complemented with infrastructure for other sustainable fuels. Safeguarding the reduction obligation's importance and supply of sustainably produced pure biofuels for work machines and heavy vehicles is therefore supported by the plan. The plan does however set the condition that only residual products from felled forest may become biofuel.

The plan states that necessary vehicle transports shall use renewable fuels and that Sweden should be an important producer of biofuels for fuel, which supports the counter-proposal's demand for support for sustainable pure biofuels. The plan's decisive commitment in this area is to lower the price of petrol and diesel and to sweep away the price increases that press households and farming. The counter-proposal instead wishes to protect the reduction obligation's importance and support access to clean biofuels, which in practice keeps fuel cost up. The plan certainly supports biofuel production, but the price promise carries more weight and points towards rejection.
