Housing Policy Goal
Housing policy objective for expenditure area 18
What's at stake: The housing policy objective governs the direction of the government's and agencies' work on housing construction and provision. It concerns how the housing shortage, housing segregation and sustainability requirements should be weighed against each other in future housing policy, and thus affects everyone looking for housing they can afford.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is whether the current housing policy objective should stand, on the grounds that it should be able to command broad political support, or whether it should be replaced with a new objective that more clearly sets out requirements for affordable housing costs, equality, and ecological and social sustainability.
Yes Yes — the committee proposal
The committee sticks to its earlier view that the housing policy objective should, as before, be able to command broad support in the Riksdag, and therefore rejects the motion calling for a new objective.
No No — the reservations
Reservation 1 (V)
The reservation (V) wants the government to draw up a new housing policy objective: that everyone should be given the conditions to live in good housing at reasonable cost in a stimulating and safe environment within long-term sustainable limits, with particular focus on equal conditions, a good upbringing for children and young people, and ecologically and socially sustainable development in planning, construction and management. The reasoning is that today's objective was adopted by an earlier government and no longer reflects the societal needs and challenges around housing construction, including housing shortage and housing segregation.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 1 by V.
Abstain The party marks a position of its own that is not one of the two final alternatives.

Committee proposal
Parliament rejects the motion 2022/23:1215 by Nooshi Dadgostar et al. (V) demand 1.

Riksdagen avslår motion 2022/23:1215 av Nooshi Dadgostar m.fl. (V) yrkande 1.
Riksdag decision: Parliament said yes to the government's proposal in the budget proposition for 2023 on how the money shall be allocated within the expenditure area urban planning, housing supply and construction, and consumer policy. In total, it concerns approximately 6.1 billion kronor from the state budget for 2023. Most money, just over 4.3 billion, goes to investment support for arranging rental housing and housing for students. This money shall be used to pay out support to everyone who has been granted support before 31 December 2022. The investment support is being phased out since the 2021/22 year end, and after 31 December this year no applications will be approved. Approximately 721 million goes to Lantmäteriet (National Land Survey of Sweden), 350 million goes to energy efficiency improvements of multi-family housing. The support for energy efficiency improvements is also being phased out since the 2021/22 year end. Approximately 288 million goes to Boverket (National Board of Housing, Building and Planning) and approximately 171 million goes to Konsumentverket (Swedish Consumer Agency). Parliament also said yes to the government's proposal on certain authorizations (bemyndiganden) on economic commitments. At the same time, parliament said no to alternative budget proposals in motions and other proposals in motions from the general motion period 2022. Parliament decides the state budget in two steps. First, the framework for the 27 expenditure areas in the budget is decided. Parliament decided this on 13 December 2022. Subsequently, parliament in a second step determines how the money shall be allocated within each expenditure area. This decision concerns step two in the decision process.
Counter-proposals
- The counter-proposal wants to establish a new housing policy goal that ensures everyone has access to good housing at reasonable costs within sustainable frameworks. (V) — Reservation 1

The plan establishes that everyone living in Sweden should have a good home, that the market cannot manage this and that housing construction and living environments should counteract segregation and promote equality.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan establishes that everyone living in Sweden should have a good home, that the market cannot manage this and that housing construction and living environments should counteract segregation and promote equality. The counter-proposal's new goal of good homes at reasonable costs, equal conditions and sustainability is exactly the plan's housing policy commitments formulated as goals.
- housing for alldecisive»Att se till att alla som bor i Sverige har en bra bostad är ett sådant exempel.« (2022 manifesto ↗)“Ensuring that everyone living in Sweden has a good home is one such example.”
- the market does not solve the housing shortage»efter att också bostäderna lämnats åt marknaden ökar bostadsbristen, boendekostnader och segregation« (2022 manifesto ↗)“after housing has also been left to the market, housing shortages, housing costs and segregation increase”
The Left Party's next step is a policy for massive housing construction, climate-smart renovations and reduced rents that go hand in hand with the green transition.”
- residential environments against segregation»jämställdhet och gemenskap och motverka segregation« (party programme ↗)“equality and community and counteract segregation”
The plan views housing as a social right and housing policy as part of welfare policy, with societal responsibility for housing supply.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan views housing as a social right and housing policy as part of welfare policy, with societal responsibility for housing supply. The counter-proposal's goal of good housing at reasonable costs, equitable conditions and sustainability expresses the same commitments as the plan's requirement for affordable rental housing, mixed forms of tenure and fighting overcrowding. Therefore a new housing policy goal is supported in principle.
- housing as a social rightdecisive»Vi socialdemokrater ser bostaden som en social rättighet och bostadspolitiken som en del av välfärdspolitiken.« (party programme ↗)“We social democrats view housing as a social right and housing policy as part of welfare policy.”
We shall continue to build rental apartments that ordinary people can afford to live in.”
Trångboddheten ska bekämpas.« (2022 manifesto ↗)“Housing and tenure forms shall be mixed. Overcrowding shall be combated.”
- sustainable urban development»En socialt, ekonomiskt och ekologiskt hållbar samhällsutveckling förutsätter ett framtidsinriktat stadsbyggande som skapar integrerade, variationsrika och transportsnåla livsmiljöer i våra städer och tätorter.« (party programme ↗)“Socially, economically and ecologically sustainable societal development requires future-oriented urban planning that creates integrated, diverse and transit-friendly living environments in our cities and towns.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The election manifesto wants to build climate-smart rental apartments with reasonable rents in pleasant and safe environments, and the party programme establishes that everyone has the right to a home and that housing policy shall prevent segregation and promote equal rights.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The election manifesto wants to build climate-smart rental apartments with reasonable rents in pleasant and safe environments, and the party programme establishes that everyone has the right to a home and that housing policy shall prevent segregation and promote equal rights. The counter-proposal's new objective of good homes at reasonable costs, equitable conditions and sustainable development express precisely these commitments. The plan therefore supports the counter-proposal.
- housing policy against segregationdecisive»Miljöpartiets bostadspolitik ska motverka segregation och främja lika rättigheter.« (party programme ↗)“The Greens' housing policy shall prevent segregation and promote equal rights.”
- homes at reasonable costs»bygga fler klimatsmarta hyresrätter med rimliga hyror, utveckla och utöka investeringsstödet som gjorde det billigare att bygga och se till att fler kan äga sin bostad.« (2022 manifesto ↗)“build more climate-smart rental apartments with reasonable rents, develop and expand the investment support that made it cheaper to build and ensure that more people can own their home.”
- the right to a home»Alla har rätt till en bostad.« (party programme ↗)“Everyone has the right to a home.”
- sustainable construction»yteffektivt, resurseffektivt och klimatsmart sätt.« (party programme ↗)“space-efficient, resource-efficient and climate-smart way.”

The plan does not take a position on the formulation of the housing policy goal, but states that there must be sufficient housing throughout the country, that the housing market must become more open so that no one is forced to live segregated, and that reforms should be long-term sustainable.

Reasoning and quotes
The plan does not take a position on the formulation of the housing policy goal, but states that there must be sufficient housing throughout the country, that the housing market must become more open so that no one is forced to live segregated, and that reforms should be long-term sustainable. The counter-proposal's goal of good housing at reasonable costs, equal conditions and a good upbringing for children is in line with these principles.
Original (Swedish)
A prerequisite for development is that there is sufficient housing throughout the country.”
- more open housing market»Även bostadsmarknaden måste bli öppnare.« (party programme ↗)“The housing market too must become more open.”
- children's upbringing conditions»Särskilt viktigt är att värna varje barns rätt att bli respekterad och att bli sedd för den man är.« (party programme ↗)“Particularly important is to protect every child's right to be respected and to be seen for who they are.”
- long-term sustainability»Vår politik bygger på reformer som är långsiktigt hållbara« (party programme ↗)“Our policy is based on reforms that are long-term sustainable”

The plan formulates its own housing policy goal: everyone shall be able to have housing with a tenure form that agrees with one's own wishes, and power over one's own housing is a freedom issue.
Plan documents: party programme
Reasoning and quotes
The plan formulates its own housing policy goal: everyone shall be able to have housing with a tenure form that agrees with one's own wishes, and power over one's own housing is a freedom issue. It also demands sustainable building, increased safety in vulnerable housing areas and strengthened work against eviction of families with children. A modernized goal with good housing at reasonable cost, safe environment and sustainable framework lies in line with this, even though the plan puts greater weight on market and freedom of choice.
- power over own housingdecisive»Att ha makt över det egna boendet är viktigt för den enskildes frihetskänsla.« (party programme ↗)“To have power over one's own housing is important for the individual's sense of freedom.”
- sustainable building»Framtidens samhällen måste byggas på ett miljömässigt hållbart sätt.« (party programme ↗)“Future societies must be built in an environmentally sustainable way.”
- safety in vulnerable areas»Ökad trygghet är en central fråga för att lyfta utsatta bostadsområden.« (party programme ↗)“Increased safety is a central issue to lift vulnerable housing areas.”
- protect families with children»Det förebyggande arbetet mot vräkning, särskilt av barnfamiljer, behöver stärkas.« (party programme ↗)“The preventive work against eviction, especially of families with children, needs to be strengthened.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The counter-proposal's new housing policy goal concerns good housing at reasonable costs, safe environment, child development and sustainability, with housing shortage and segregation as reasons.
Plan documents: party programme
Reasoning and quotes
The counter-proposal's new housing policy goal concerns good housing at reasonable costs, safe environment, child development and sustainability, with housing shortage and segregation as reasons. The party programme establishes that state and municipality shall secure housing provision for all regardless of social and economic conditions, that segregation shall be countered through mixed tenure forms and that sustainability's three dimensions shall be met simultaneously. The goal's content thereby corresponds to the plan's commitments.
- housing for alldecisive»bostadsförsörjningen åt alla, i olika åldrar och med olika sociala och ekonomiska förutsättningar.« (party programme ↗)“housing provision for all, at different ages and with different social and economic conditions.”
- counter segregation»Därigenom motverkas etnisk, social och ekonomisk segregation.« (party programme ↗)“Thereby ethnic, social and economic segregation is countered.”
The challenge is to meet sustainability's three dimensions simultaneously; social, ecological and economic sustainability.”
- good growth environment in housing»En god fysisk uppväxtmiljö bör betonas som viktig« (party programme ↗)“A good physical growth environment should be emphasized as important”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The plan's housing policy is about more housing through deregulation and ownership: coastal protection shall be abolished, master plans replaced by simpler building plans and reforms increase the building of both rental and condominiums.
Plan documents: 2022 manifesto
Reasoning and quotes
The plan's housing policy is about more housing through deregulation and ownership: coastal protection shall be abolished, master plans replaced by simpler building plans and reforms increase the building of both rental and condominiums. A new housing policy goal focused on equal conditions and socially sustainable development directs towards broader political ambitions than building and ownership. The demand is therefore rejected.
- increased housing constructiondecisive»Vi vill genomföra reformer som ökar byggandet av såväl hyressom bostadsrätter.« (2022 manifesto ↗)“We want to carry through reforms that increase building of both rental flats and condominiums.”
In the Moderate Party's Sweden, everyone shall dare to dream of owning their own home.”
- simpler planning process»Ersätta avancerade detaljplaner med enklare byggplaner« (2022 manifesto ↗)“Replace complex master plans with simpler building plans”

The counter-proposal wants a new housing policy target of good housing at reasonable costs in a safe environment, with a focus on children's upbringing.
Plan documents: 2022 manifesto
Reasoning and quotes
The counter-proposal wants a new housing policy target of good housing at reasonable costs in a safe environment, with a focus on children's upbringing. The plan's own housing section formulates the same thing: everyone should have access to housing of good standard in a safe and pleasant environment and housing costs must be curbed. The plan's response to segregation is however return migration rather than a new target, which makes the support weak.
- housing of good standarddecisive»Alla ska ha tillgång till en bostad med god standard och kunna leva i en säker, trygg och trivsam miljö.« (2022 manifesto ↗)“Everyone should have access to housing of good standard and be able to live in a safe, secure and pleasant environment.”
- reasonable housing costs»Åtgärder behöver också vidtas för att bromsa de skenande boendekostnaderna så att fler har råd till ett hem.« (2022 manifesto ↗)“Measures also need to be taken to curb soaring housing costs so that more people can afford a home.”
- increased housing construction»Öka bostadsbyggandet« (2022 manifesto ↗)“Increase housing construction”
- return migration against housing shortage»Minska migrationens påfrestning på bostadsmarknaden genom återvandring« (2022 manifesto ↗)“Reduce the strain of migration on the housing market through return migration”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
