The right to sfi

The plan requires a welfare society that gives everyone language skills and practical opportunities to work on the same secure conditions as others, and an education system that compensates for class differences and other differences in circumstances. A strict three-year limit hits hardest those with short school background and creates exactly the division the plan wants to counteract. Four years with extension one year at a time therefore lies closer to the plan's equivalence requirements.

The election manifesto wants to extend the establishment programme for newly arrived to at least four years to create better conditions for establishment. The counter-proposal's demand for four years' right to Swedish for immigrants (SFI) with extension one year at a time, instead of a three-year limit, corresponds to that commitment. The plan also emphasizes that language is the key to becoming part of the community and that the education system must not contain dead ends.

The plan's integration line is that anyone granted residence should be rapidly integrated and able to support themselves through an intensive year characterized by hard work and high expectations. An extension of the right to Swedish language training from three to four years with annual extensions pulls in the opposite direction and shifts the emphasis from intensity to extended study time. The plan wants to increase demands and quality in SFI and affirms that the newly arrived both have responsibility and right to acquire knowledge in Swedish, with incentives to self-provision coupled to the teaching. An extension of the right to SFI from three to four years with one-year extensions pulls in the opposite direction to the plan's requirement for higher tempo and clear demands. The counter-proposal's demands therefore do not receive support in the plan.

The plan guarantees immigrants good opportunities for Swedish language teaching and requires that studies be individually tailored, which speaks against a rigid limit for those needing longer. Solidarity with the weak and vulnerable supports that those with the poorest study conditions are not left behind.
