The programme requires that administration is based on transparency and insight and that citizens can scrutinize activities and call to account, which speaks for an exception to name publicity being handled together with the broader review of protection for public employees. At the same time the election manifesto wants to quickly give the police better conditions, which pulls in the opposite direction. On balance the transparency principle weighs heavier, but the reasoning is weak.

The plan treats protection of police as urgent: violence against police shall always result in long prison sentences, penalties for attacks on emergency personnel shall be significantly increased and protection for vulnerable people in legal proceedings strengthened. Its fundamental stance is decisive action now rather than waiting for broader deliberation. The counter-proposal requires that the proposal be postponed and coordinated with an ongoing investigation.
