The plan states that wind power should benefit both the municipality and residents in the surrounding area and that more of the value of natural resources should remain where they are produced. A long-term, production-based compensation to municipality and region is a direct application of that, as opposed to temporary budget allocation. The plan furthermore wants the countryside not to be depleted but to retain services and resources. The committee's argument—that the proposed suggestion is sufficient—is directly met by the plan's requirement for lasting local benefit.

The election manifesto promises that municipalities participating in wind power plant expansion shall be able to receive economic support and wants to expand electricity production of all kinds. A long-term financing model with production-based compensation strengthens exactly that local benefit and the incentives the plan builds on. The plan also requires systems that strengthen the local community with major establishments and compensation in extraction of natural resources.

The plan advocates general and technology-neutral economic policy instruments and explicitly distances itself from climate policy becoming a competition in highest subsidies. A production-based compensation of five öre per kWh via the energy tax is the opposite: a technology-specific support that moreover locks in an electricity tax the plan wants to reduce. The counter-proposal wants to introduce production-based compensation per kWh that favours wind power. The plan's energy line is that expanded nuclear power is entirely central and the goal shall change to 100 percent fossil-free; it contains no new support to make wind power more attractive to municipalities. A production-based compensation via the energy tax is furthermore a new permanent expenditure that according to the plan must fit within the surplus target, while a tax ceiling has been promised. The counter-proposal's demand is rejected.

The plan prioritises marine and water environment over extensive wind power expansion and wants to protect the municipal veto in wind power establishment. A production-based compensation whose stated purpose is to increase incentives to accept new wind power goes against that line. The plan also wants to lower the tax on electrical energy and build electricity supply on new nuclear power, not on new energy-tax-financed support.
