The plan promises increased security throughout the country with more police present in vulnerable areas, crime prevention efforts against gang recruitment and a social contract that applies all the way into the neighbourhood. The plan's most important goal is that Sweden shall not have a single vulnerable area by 2030, and the party programme makes increased safety the central question for lifting vulnerable residential areas with clear presence of the rule of law. The plan states that planning should be directed at designing societies so that security is promoted while at the same time crime is prevented and made more difficult, which is the essence of crime-preventing urban planning.
