The plan wants to strengthen liberal democracy and demands that the constitutional protection of rights shall not just be beautiful words but provide practical and effective protection in encounters with municipalities and government agencies. That polling stations secure ballot secrecy and that government information is made understandable and accessible is exactly such practical protection of the right to vote.
