Government's legislative proposal

The plan requires that someone living with a disability shall be able to rely on getting the support they need without their right being constantly questioned, which supports the counter-proposal's demand that classroom expulsion continues to be documented so that students with neurodevelopmental disabilities are not discriminated against. The plan also wants to expand school health services and make early interventions, which requires documented signals. The committee's reasons are based on the child's best interests, a principle the plan explicitly endorses but draws the opposite conclusion from here.

The plan's core commitment to classroom order is that teachers and other staff can intervene immediately at disruption and unrest, and it opposes more bureaucracy in welfare. The plan commits that students with neuropsychiatric disabilities shall receive support based on their preconditions and that school shall be accessible for all regardless of functional ability. The counter-proposal wants to retain the documentation requirement for exclusion from the classroom precisely because these students risk otherwise being discriminated against or not receiving the support they are entitled to. This follows from the plan's commitment and from the fact that the child's best interest must be decisive.

The election manifesto wants to do more against discrimination and explicitly highlights disability as a protected ground, and promises appropriate support to all students. The party programme also requires that the school sees every student's opportunities and challenges.

A remaining requirement for written documentation on removal from teaching premises puts administration back on the teacher and risks that the measure will not be used. The plan prioritizes that the school's working environment be pervaded by security, peace and good order and wishes to counter bureaucracy and complicated rules, which argues for adopting the legislative proposal in its entirety without retained documentation requirements. The plan explicitly promises to reduce teachers' documentation requirements and to strengthen teachers' and principals' authority to intervene in disruptive situations. The counter-proposal wants to keep the documentation requirement precisely when removing a student from the classroom. Since lack of a quiet study environment according to the plan affects the weakest students most, the plan argues against keeping the administration around intervention.

The counter-proposal wants to retain the documentation requirement for expulsion from the classroom, which preserves an administrative threshold for using the measure. The plan also puts well-behaved students' study peace before disruptive students' needs.
