To condition a lead ban with hunting first getting adequate alternatives reverses that prioritization. The party programme's line is that all environmental impact in the form of emissions shall be minimised and that EU environmental policy shall be developed with stricter requirements, not that exceptions shall be defended. To require that adequate alternatives must exist before lead in ammunition is banned is to postpone such a tightening. Hunting as an industry is not addressed in the plan, so the assessment is derived from environmental principles.

The counter-proposal wants to delay a lead ban until adequate alternatives are available. The plan's decisive commitment is the opposite: environmental toxins are a serious threat, the precautionary principle must apply to the assessment of chemicals and toxic substances must be phased out immediately, with heavy metals explicitly among the emissions that must decrease. Lack of full evidence must not delay protective measures.

The plan advocates active management of wild game based on strong property rights and wants the EU to do fewer things but do them better, which speaks against a broad EU ban on lead in all ammunition before adequate alternatives exist. At the same time a poison-free environment is an explicit commitment, which gives support for lead restrictions where they make the most difference. The plan does not address ammunition, so the conclusion is derived from neighbouring principles.

The plan builds chemical policy on the precautionary principle and explicitly wants to tighten European chemical legislation to remove dangerous substances. Advising caution about an EU ban on lead in ammunition and conditioning it on fully adequate alternatives first existing goes in the opposite direction. The plan's will to cooperate with landowners and local people does not outweigh this.

The plan requires that environmental policy be so flexible that every country and region can adapt measures to its unique conditions, and sees hunting and game management as applied stewardship that should be valued. The substitution principle applies as far as possible, which is precisely the requirement that adequate alternatives must exist before lead is banned in all ammunition. The warning against a broad EU ban thus lies in line with the plan.
