It explicitly warns against repression being used instead of tackling the problems and requires that measures do not worsen the problems. The election manifesto promises that for every krona spent on more police, at least one krona shall be spent on preventive work and requires more cooperation between police, school health services, social services and schools - exactly what the counter-proposal demands. Pre-school and school are identified as the best tools for lifting children out of dysfunctional environments. The plan states that the most important crime prevention work occurs by reducing marginalization and that children in need of special support should receive help from school, social services and healthcare as early as possible. The plan explicitly says that prevention work must start early and permeate society, and that the public shall lay the foundation already in preschool and school. The election manifesto demands earlier, clearer and tougher initiatives to prevent young people from sliding into crime, and explicitly mentions national home visit programmes from social services in disadvantaged areas and mandatory family interventions. The plan also wants police and social services as a main rule always to be able to exchange information and more often share premises, which is the same cooperation thinking that the counter-proposal is based on.
