The party programme states that policy can never be gender-blind and that women's right to work and self-determination is a prerequisite for genuine democratic development. The election manifesto observes that capital is concentrated among a few, often men. Demands that state financing measures are designed so that women and men have equal opportunities is an application of these commitments, although the plan does not address business support as such.

The party programme requires that men and women have equal right to self-support and a developing working life and that equality policy is directed against all forms of domination and subordination; the party is explicitly feminist. That state funding initiatives are designed so that women and men have equal opportunities follows directly from that principle, and the programme simultaneously wants to stimulate new business. The plan therefore supports the counter-proposal's demand.

The party programme explicitly points out that women despite good qualifications find it harder to make a career in business and requires that gender norms do not limit people's life choices. Targeted assignments, equal financing offers and measures for women's access to venture capital are means against precisely that barrier. The election manifesto's goal of evenly distributed ownership between women and men bears the same demand.

The party programme makes it an explicit priority to increase women's enterprise and points to the difference in economic power between women and men as a central gender equality issue. Designing state financing offers so that women and men get equal opportunities, and directing efforts at women's access to venture capital, is an application of this.
