The counter-proposal's requirement for permanent support, more funding for the cooperation model and a strengthened infrastructure for visual and applied art are concrete expressions of that commitment. The party programme requires that institutions for professional cultural life exist across the country and that the various forms of art are made accessible to everyone across the country. More funding for the collaboration model, permanent support and a mandate to strengthen visual and applied arts infrastructure is precisely that policy. The election manifesto wants to invest in a broad recovery plan for cultural life across the country that includes both public, free, professional and voluntary actors, and build a stronger cultural life that more have access to. The party programme invests in regional cultural activities and equitable access to culture. Making the recovery support permanent and allocating more funds to the collaboration model follows directly from this.

More funding for the collaboration model and a mandate to strengthen infrastructure for visual art and design point in that direction. At the same time, the plan promises to be prudent with taxpayers' money and to keep arm's length distance, so support for increased and permanent appropriations is weakly underpinned.

The plan wants to reduce public economic control over contemporary culture and instead give citizens greater influence over how cultural funds are distributed, and redirect public spending to welfare and justice. Permanent support and increased appropriations within the cooperation model go in the opposite direction. That culture should reach all of Sweden however speaks partly in favour of the counter-proposal.
