The plan does not address tobacco labelling, but its regulatory commitment is that new rules should be cost-effective and that the administrative burden should decrease. The counter-proposal wants to extend warning requirements beyond what the directive requires, to smoke-free products, which is precisely such an extended regulatory burden without demonstrated benefit.
