The plan's drug policy is built on harm reduction, science and accessible care with a focus on reducing harm and saving lives. The counter-proposal instead requires that the goal of a drug-free society be locked in and that decriminalisation be rejected, which goes against the plan's direction of not meeting addiction with repression. The nearest-lying principle is the liberal harm model — freedom is limited only by consideration for others' equal rights — together with the party programme's view of addiction as a matter of influence, support and rehabilitation rather than locking in a zero-tolerance goal. The party programme establishes that zero tolerance shall apply to drugs in all levels of handling and that use shall be criminalised to deter drug debut. That is precisely what the counter-proposal requires when it opposes legalisation and decriminalisation and wants to maintain the goal of a drug-free society. The plan simultaneously wants drug policy examined in its entirety, which does not change the substantive position.

The counter-proposal's demand that the goal stands firm and that legalization or decriminalization is rejected is the exact same commitment.
