Economic frameworks for 2026-2037
Economic framework for transport infrastructure 2026-2037
What's at stake: The split determines how quickly Sweden's neglected rail maintenance can be addressed relative to the road network, affecting train delays, derailment risk and accessibility for everyone who commutes or transports goods, while the total investment is the same size whichever option is chosen.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is how the SEK 1,171 billion economic framework for transport infrastructure 2026-2037 should be divided between maintaining roads and railways - according to the government's proposal with an emphasis on roads, or according to a distribution giving a larger share to rail.
Yes Yes — the committee proposal
The committee shares the government's starting point that the economic framework should be managed efficiently and that priority should be given to maintaining the existing road and rail infrastructure, since needs have long been underestimated and maintenance has fallen behind. The committee therefore endorses the government's proposal for an economic framework of SEK 1,171 billion for 2026-2037, of which SEK 354 billion goes to maintaining state roads and SEK 210 billion to maintaining state railways, plus SEK 607 billion for developing the transport system.
No No — the reservations
Reservation 1 (S)
The reservation (S) invests the same total amount in transport infrastructure for 2026-2037 but wants to prioritise differently: SEK 309 billion for maintaining state roads and SEK 255 billion for maintaining state railways, meaning more for rail and less for roads than the government's proposal. The reasoning is that the railway has an immediate need for renewal and a large maintenance backlog, already visible through cancelled trains, derailments, delays and worsening accessibility - something the reservation argues threatens the ambition for the whole of Sweden to thrive and hold together, as well as traffic safety and climate goals.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: approving the government's proposal and approving what the committee proposes.
No Backing the counter-proposal: reservation 1 by S.
Abstain The party marks a position of its own that is not one of the two final alternatives.
What each plan points to — and how the party voted
For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

The election manifesto establishes that railways need to be upgraded and that heavy transport shall be directed to railways and sustainable maritime shipping, and the party programme requires a long-term investment plan that includes railway expansion.

Reasoning and quotes
The election manifesto establishes that railways need to be upgraded and that heavy transport shall be directed to railways and sustainable maritime shipping, and the party programme requires a long-term investment plan that includes railway expansion. Shifting funds from road maintenance to railway maintenance therefore aligns with the plan's direction. The climate and accessibility arguments coincide with the plan's reasons.

The election manifesto promises massive investments in both new and existing railways, which directly addresses the counter-proposal's demand for more money for railway maintenance.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto promises massive investments in both new and existing railways, which directly addresses the counter-proposal's demand for more money for railway maintenance. The party programme goes further and wants road transport to be replaced by railway transport and shipping. The plan simultaneously values car dependence in large parts of the country, but that concerns everyday travel rather than the distribution of maintenance allocations.

The party programme is explicit in the very balance this vote makes: climate-damaging investments that increase private car use and lorry traffic should be ruled out in favour of increased railway investments.

The party programme is explicit in the very balance this vote makes: climate-damaging investments that increase private car use and lorry traffic should be ruled out in favour of increased railway investments. The counter-proposal moves money from road maintenance to railways and is thus in the plan's direction. That the tracks must be maintained and delays minimised is also a stated ambition in the plan.

The election manifesto explicitly promises to upgrade roads and improve road maintenance year-round for the countryside's sake, which the counter-proposal cuts by 45 billion kronor.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The election manifesto explicitly promises to upgrade roads and improve road maintenance year-round for the countryside's sake, which the counter-proposal cuts by 45 billion kronor. The plan also wants to invest heavily in railways, but that investment concerns modernization and new trunk lines within the development component, not a reallocation from road maintenance. The plan therefore speaks against the proposed reallocation.

We want to upgrade roads, make them more traffic-safe for all road users, improve lighting, road maintenance year-round and build more charging stations and fast-chargers across the whole country.”
We want to upgrade regional railways, build new trunk lines from north to south, raise the standard of the national trunk network across the whole country and invest heavily in tomorrow's rail traffic — for the climate and the countryside.”

- both roads and railways are needed»vägar och järnvägar och en god digital infrastruktur i hela landet.« (party programme ↗)“roads and railways and good digital infrastructure across the whole country.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The election manifesto's transport line is to build away the railway network's bottlenecks so that trains run on time here and now, rather than laying hundreds of billions in high-speed rail, and the party programme describes the railway network as in severe need of upgrading while only certain parts of the road network are mentioned.

The election manifesto explicitly promises a billion-kronor investment to upgrade neglected roads throughout the country instead of costly rail investments, and lifts those who live outside the major cities and depend on their car.

The plan is explicitly road-oriented in maintenance: roads should be fixed and speeds that have been reduced due to poor maintenance should in time be restored, while existing railway should be upgraded instead of high-speed trains.
Plan documents: 2022 manifesto
Reasoning and quotes
The plan is explicitly road-oriented in maintenance: roads should be fixed and speeds that have been reduced due to poor maintenance should in time be restored, while existing railway should be upgraded instead of high-speed trains. The counter-proposal moves 45 billion kronor from road maintenance to railway, which directly undermines the plan's road commitment. The plan wants both functioning trains and high-quality roads, not a redistribution at roads' expense.

The plan makes the road network its own commitment: roads should be upgraded so that people can travel throughout the country quickly and safely, and rural roads are identified as neglected in maintenance.

The plan makes the road network its own commitment: roads should be upgraded so that people can travel throughout the country quickly and safely, and rural roads are identified as neglected in maintenance. Moving 45 billion kronor from road maintenance to railways therefore goes against the plan's prioritization, even though the plan wants to upgrade both transport modes. Car dependence in rural areas is the plan's stated reason for not deprioritizing roads.
