The plan requires that public decisions be analyzed from a small business perspective and that obstacles to enterprise be quickly removed, and it wants concretely to abolish outdated alcohol regulations like the food service requirement. The counter-proposal's demand that municipalities' and authorities' application be reviewed in advance for risk of over-regulating farm sales lies in line with this.
