The plan requires that social services be strengthened with resources and knowledge to work both preventatively and on child protection, and that much more focus be directed at preventing the recruitment of children to gang crime. The counter-proposal's requirement for early intervention and tools for social services responds to this. The plan's response to gang crime is to massively invest in preventive work and to capture children in the risk zone early through school, social services and healthcare, with relaxed confidentiality so that no children fall through the cracks.
