The plan wants to continue increasing state contributions to municipalities and regions and review the equalization system so that high-quality public services are guaranteed throughout the country, even in small municipalities. The election manifesto requires that school funding is adjusted according to the responsibility of local authorities and students' conditions and needs, and that small rural schools are given the conditions to continue their operations. An underfunded reform hits hardest precisely in municipalities with weak finances and sparsely populated areas. The requirement for responsible implementation without cuts to other school appropriations therefore follows from the plan's commitment to equal education.

The plan requires that every pupil has equal prerequisites regardless of where the pupil lives and wants to move financial responsibility for schools to the state precisely so that the different economic capacity of municipalities shall not determine school quality.
