Agenda 2030
LGBTQI issues in Sweden's Agenda 2030 reporting
What's at stake: The decision affects how visible LGBTQI people's rights become in Sweden's international sustainability work. Around the world, LGBTQI people are persecuted, discriminated against and subjected to violence, and in several countries homosexuality is still criminalised or can carry the death penalty, which makes how Sweden raises these rights in its reporting a question of whose vulnerability gets made visible.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is whether Sweden's reporting on the implementation of Agenda 2030 is sufficient as it stands, or whether LGBTQI people's rights should be highlighted as an explicit, separate part of the implementation and progress reporting.
Yes Yes — the committee proposal
The committee notes that the government has already submitted a comprehensive communication on the implementation and goal fulfilment of Agenda 2030, in which it judges that, despite good goal fulfilment, Sweden still faces challenges, and announces that work to strengthen coordination and follow-up will be intensified both nationally and globally. On that basis, the committee rejects the motion calling for LGBTQI issues to be specifically included in the reporting.
No No — the reservations
Reservation 1 (V)
The reservation (V) wants Sweden to explicitly include LGBTQI issues in its implementation of and progress reports on Agenda 2030. The reasoning is that the right to express one's sexuality and gender identity is a fundamental human right, that in large parts of the world LGBTQI people are persecuted, discriminated against and subjected to violence - in some countries facing the death penalty as a result - and that the current communication only briefly mentions Sweden's role in defending LGBTQI rights.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 1 by V.
Abstain The party marks a position of its own that is not one of the two final alternatives.
What each plan points to — and how the party voted
For each party: the vote its own election manifesto and party programme point to in this case, next to how the party actually voted. A plan can only point to Yes or No; a party can also abstain.

Committee proposal
Parliament rejects the motion 2022/23:53 by Lotta Johnsson Fornarve et al. (V) demand 3.
Original (Swedish)
Riksdagen avslår motion 2022/23:53 av Lotta Johnsson Fornarve m.fl. (V) yrkande 3.
Riksdag decision: Parliament said yes to the government's proposal on appropriations for 2023 within the expenditure area Public Economy and Public Administration. In total, it concerns approximately 19 billion kronor in appropriations. Most money goes to state service pensions etc. with just over 15 billion kronor. Just over 900 million kronor goes to Statens servicecenter (State Service Center) and just over 600 million kronor goes to Statistiska centralbyrån (Statistics Sweden). Parliament also granted the authorizations (bemyndiganden) on economic commitments that the government has requested. This includes, among other things, credit and guarantee frameworks for the stability fund and resolution reserve as well as the investment plans for Statens fastighetsverk (National Property Board of Sweden) and Fortifikationsverket (Swedish Fortifications Agency) that are in the proposal. Parliament decides the state budget in two steps. First, the framework for the 27 expenditure areas in the budget is decided. Parliament decided this on 13 December 2022. Subsequently, parliament in a second step determines how the money shall be allocated within each expenditure area. This decision concerns step two in the decision process.
Counter-proposals
- The counter-proposal wants to ensure the right to express sexuality and gender identity as a fundamental human right everywhere. (V) — Reservation 1

Every party, in chamber order: what its own plan pointed to, how it voted, and the reasoning behind both. Highlighted rows are where the two differ — but a vote that follows the plan is a result too, so the reasoning is there for every party.
The plan establishes that no discrimination or special treatment of homosexual, bisexual and transgender people can be accepted, that LGBTQ+ rights are human rights and that these rights globally are a precondition for democratic development.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan establishes that no discrimination or special treatment of homosexual, bisexual and transgender people can be accepted, that LGBTQ+ rights are human rights and that these rights globally are a precondition for democratic development. Explicitly including LGBTQ+ issues in implementation and reporting follows directly from this.

The plan's goal is a society without homophobia and transphobia, and it counts gender identity and sexual orientation among the power structures that limit people's freedom.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan's goal is a society without homophobia and transphobia, and it counts gender identity and sexual orientation among the power structures that limit people's freedom. The plan refuses to accept violations of human rights and wants to increase respect for them globally. That LGBTQI issues are explicitly included in the implementation and reporting of Agenda 2030 follows from the plan.

The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The plan states that everyone shall enjoy equal rights regardless of sexual orientation and gender identity, wants to strengthen transgender people's rights and specifically support LGBTQI+ refugees, and that Sweden shall work for human rights nationally and internationally.

The plan states that everyone shall enjoy equal rights regardless of sexual orientation and gender identity, wants to strengthen transgender people's rights and specifically support LGBTQI+ refugees, and that Sweden shall work for human rights nationally and internationally. That LGBTQI+ issues are explicitly included in the implementation and reporting of Agenda 2030 follows directly from this. The plan therefore supports the counter-proposal.

The plan explicitly points out that authoritarian movements restrict minorities' and LGBTQ people's rights and makes resistance to this a main issue.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The plan explicitly points out that authoritarian movements restrict minorities' and LGBTQ people's rights and makes resistance to this a main issue. It commits the party to fighting all structures that discriminate regardless of sexual orientation or gender identity and to doing more against discrimination. That LGBTQ issues shall explicitly be included in implementation and reporting of Agenda 2030 follows from these commitments.

The plan stipulates that Sweden shall work in the EU and internationally for LGBTQ persons' rights as part of human rights, and the election manifesto makes Sweden as the world's best country to live in as an LGBTQI person an explicit goal.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan stipulates that Sweden shall work in the EU and internationally for LGBTQ persons' rights as part of human rights, and the election manifesto makes Sweden as the world's best country to live in as an LGBTQI person an explicit goal. To explicitly include LGBTQI issues in implementation and progress reports follows from the values-driven foreign policy the plan advocates. The plan furthermore wants to strengthen prosecution of crimes against human rights, which is at the core of the persecution the counter-proposal points to.

The counter-proposal wants LGBTQI issues to be explicitly included in the implementation of and reports on Agenda 2030, with persecution, discrimination and death penalty as reasons.
Plan documents: party programme
Reasoning and quotes
The counter-proposal wants LGBTQI issues to be explicitly included in the implementation of and reports on Agenda 2030, with persecution, discrimination and death penalty as reasons. The party programme makes protection of human freedoms and rights a main goal for foreign policy, requires that no one is discriminated against on grounds of, among other things, sexual identity and rejects the death penalty as incompatible with the inviolability of human life. The requirement thus aligns with the plan.

The election manifesto has its own section on standing up for LGBTQ persons' rights and promises to prioritize women and LGBTQ persons in refugee quota reception and that aid shall prioritize democracy and human rights.
Plan documents: 2022 manifesto
Reasoning and quotes
The election manifesto has its own section on standing up for LGBTQ persons' rights and promises to prioritize women and LGBTQ persons in refugee quota reception and that aid shall prioritize democracy and human rights. That LGBTQ questions are explicitly visible in the implementation and reporting of Agenda 2030 follows that line, since persecution of LGBTQ persons is a question about precisely human rights. The demand is supported.

The counter-proposal wants LGBTQI issues explicitly included in the implementation of and reporting on Agenda 2030, referring to persecution in the wider world.
Plan documents: 2022 manifesto
Reasoning and quotes
The counter-proposal wants LGBTQI issues explicitly included in the implementation of and reporting on Agenda 2030, referring to persecution in the wider world. The plan requires Sweden to be a clear voice for human rights and freedoms and that support cease to countries and movements that lack respect for these regardless of gender, religion or sexual orientation. The plan is at the same time critical of identity-theoretical frameworks and expanded Agenda 2030 governance, which is why support is weak.
- rights regardless of sexual orientationdecisive»Sverige bör göra större åtskillnad i sin hållning till demokratiska värden och upphöra med finansiellt eller politiskt stöd till länder eller rörelser som varken bidrar till svenskarnas intressen eller har en genuin sekulär rättsstatlig strävan eller respekt för mänskliga fri- och rättigheter för alla oberoende av kön, religion eller sexuell läggning.« (2022 manifesto ↗)“Sweden should make a greater distinction in its approach to democratic values and cease financial or political support to countries or movements that neither contribute to Swedes' interests nor have a genuine secular rule-of-law aspiration or respect for human rights and freedoms for all regardless of gender, religion or sexual orientation.”
- clear voice for rights and freedoms»Vara en tydlig röst för den västerländska demokratimodellen och mänskliga fri- och rättigheter« (2022 manifesto ↗)“Be a clear voice for the Western democracy model and human rights and freedoms”
That all should have equal opportunities and rights regardless of sexuality, orientation or identity”
- criticism of identity-theoretical discourse»Förväntningarna på HBT+ -personer att stämma in i en identitetsteoretisk diskurs gör att många inte känner igen sig.« (2022 manifesto ↗)“The expectations on LGBTQ+ persons to fit into an identity-theoretical discourse mean that many do not recognize themselves.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
