The plan establishes that neither sexual orientation nor gender identity shall determine people's freedom and that structures limiting individuals based on group membership shall be combated. The plan commits to actively strengthening the rights of LGBTQI people through changed legislation and that no one shall be forced to hide their sexuality or gender identity. A specific ban on conversion therapy is exactly such legislation with a normalizing effect. The plan establishes that the public shall relate to religious communities according to the subsidiarity principle, that is supporting and complementary rather than controlling, and that religious freedom is a self-evident human right. A special criminal provision against conversion attempts would be a controlling restriction in that sphere. The plan establishes that no one shall be limited in private or public life because of how they live their life, and wants to strengthen the justice system's efforts against violence, threats and honour-based oppression that limits LGBTQ+ people's lives. Pressure and coercion for conversion purposes are precisely such limitations, which is why a specific prohibition aligns with the commitment. The plan's scepticism towards identity-theoretical frameworks makes the support less clear-cut, however.
