The plan starts from the fact that every person's right to have somewhere to live should be a reality and that tenants need strong support in legislation against owner interests. The counter-proposal's demand that families with children cannot be evicted without a full alternative home and without being notified to social services is a direct application of that, strengthened by the plan's commitment to the best interests of the child. The plan therefore speaks for the demand.

The party programme makes the UN Convention on the Rights of the Child and the child's best interests the point of departure and sees housing as a social right with a social responsibility for housing supply. This bears the counter-proposal's demand that a family with children cannot be evicted without adequate alternative housing and without social services being involved. The plan wants to reduce homelessness through a national strategy and a housing foundation that finances housing for those lacking secure housing, and it wants to stop evictions from home during renovation and strengthen tenants' position. The plan does not address evictions, but its core housing policy principle is strong property rights and simple rules that give incentives to invest in housing. A prohibition on evicting a family with children before adequate alternative housing is arranged instead places the responsibility on the landlord through regulation. The plan says explicitly that the preventive work against eviction, especially of families with children, needs to be strengthened and that landlords shall always have a responsibility to warn the social services when there is risk of eviction. The counter-proposal's demand that a household with minors cannot be evicted without the social services first being notified is precisely that commitment in legal form. The plan also holds firm on the view that nobody should have to live in homelessness and wants to introduce need-based housing for families with very weak finances, which bears the demand for alternative housing.

The party programme makes the best interests of the child governing in all decisions concerning children and states that children have the right to a safe upbringing environment, while the municipalities bear the social responsibility for housing provision. That rental agreements are changed so that families with children are not evicted without notice to correct, notification to social services and an alternative housing, accords with this and with the plan's requirement for statutory security of tenure. The plan's stance against crime in housing qualifies the part about one who has lost a contract due to crime.

The plan's commitment goes in the opposite direction: it wants to make it easier to evict criminals and is based on strong ownership rights where the owner shall also be allowed to dispose of their property. A prohibition against eviction before full alternative housing is arranged effectively shifts the landlord's and society's risk onto the landlord and undermines the conditions of the lease. The plan therefore contradicts the counter-proposal's demands, even though it views homelessness as a problem.

The plan stipulates that combating homelessness is a prioritized social issue and that the best interest of the child shall always be considered, and that society shall create strong safety nets and rush to support children when the family fails. A protection against evicting families with children without adequate alternative housing and without notifying social services responds to this. The plan's tough line on housing with crime connections pulls partly in the other direction.
