The plan requires that benefit systems be designed so that personal initiative is encouraged and benefit dependency is counteracted, which speaks against retaining the establishment supplement in individualized form instead of phasing it out. The plan's position is that benefits that keep women at home should be abolished—the multi-child allowance should be discontinued from the fourth child precisely for that reason—and that aggregate benefits should be capped by a benefits ceiling. Maintaining the establishment allowance in individualized form rather than abolishing it goes against that line. However, the fact that the plan wants to pay subsistence support to the woman shows that individualization in itself is not alien to it.
