The plan's key commitment is to break up segregation and that welfare shall exist everywhere, with costs and responsibility solidaristically distributed across the country. A distribution of newly arrived people based solely on objective criteria, instead of on the wishes of municipalities, meets that requirement for fair distribution of responsibility. Letting voluntariness prevail risks instead cementing the division the plan wants to counteract.

The plan demands an even distribution of newly arrived people across the country through all municipalities taking responsibility, and that also prosperous municipalities take their share. A possibility to weigh in municipalities' own wishes reintroduces the voluntary basis the plan explicitly rejects. Distribution based only on objective criteria therefore directly answers the plan's commitment, as does the demand for order and discipline through increased state control.

The party programme establishes that municipalities must be given greater opportunities to take responsibility for challenges on the labour and housing market, and the election manifesto that decisions shall be made close to those affected. A counter-proposal that wants to remove the possibility of considering municipalities' wishes in the distribution of newly arrived immigrants goes against that line. The plan does, however, share the goal of good settlement opportunities.

The plan establishes that all municipalities shall be able to receive newcomers and that placement shall be determined by newcomers having conditions and incentives to live where the labour market is good. It is objective criteria, not municipalities' wishes, that determine it. The plan's main principle of a general integration policy with rules applied equally for all points in the same direction.

The counter-proposal wants to delete the possibility to consider the municipalities' wishes in the distribution of newly arrived. The plan is based on strong municipal self-government and on the burden of proof resting on the one who wants to deprive the lower level of its influence. The state distributing completely over the municipalities, which moreover shall bear the costs of reception, goes against the subsidiarity and financing principle.

The plan states that integration capacity shall be decisive and that decisions shall be made at the lowest effective level, where municipalities shall be able to choose different paths based on their conditions. The counter-proposal, by contrast, wants to remove the possibility of considering municipalities' wishes in the distribution of newcomers. This goes against the plan's view of both self-governance and realistic reception capacity, which is why the demand is rejected.

The plan views municipal self-determination as central and wants to reduce migration's burden on municipalities through return migration. The counter-proposal wants to remove the ability to at all consider municipalities' wishes in distribution of newcomers and thereby make intake more coercive, which goes against the plan. The plan furthermore wants to stop positive special treatment of newcomers as regards housing.
