Housing policy target
The housing-policy goal
What's at stake: The housing-policy goal shapes the direction of the state's efforts in housing and signals which values, for example a rights-based approach, equality or broad political consensus, should be guiding. The decision therefore affects how housing policy is prioritised going forward, not least for groups that struggle to find housing they can afford.
Case texts and AI reasoning are AI-translated from the Swedish originals; the Swedish text is authoritative.
What the vote decides
The question is whether Parliament's housing-policy goal should be replaced with a new goal emphasising housing as a right, equality and sustainability, or whether the current goal, designed to command broad political support, should remain unchanged.
Yes Yes — the committee proposal
The committee maintains its previous view that the housing-policy goal should continue to be able to command broad support in Parliament, and therefore rejects motions 2025/26:1326, 2025/26:1810 and 2025/26:2821, item 1, calling for the goal to be replaced.
No No — the reservations
Reservation 1 (V)
The reservation (V) calls for replacing the housing-policy goal with a new goal stating that everyone should be given the conditions to live in good housing at reasonable cost, in a stimulating and secure environment within long-term sustainable limits, with the living and building environment based on people's needs, contributing to equal conditions and particularly promoting a good upbringing for children and young people. The reasoning is that housing is a basic right that can never be compared to other commodities, and that the housing shortage must therefore be addressed through greater political responsibility rather than separate solutions for particular groups.
Summarised from the committee report. Party labels in the summary come from the report, not from the vote.
What do the votes mean here?
Yes The committee proposal: rejecting the motions (keeping things as they are).
No Backing the counter-proposal: reservation 1 by V.
Abstain The party marks a position of its own that is not one of the two final alternatives.

Committee proposal
The Riksdag rejects the motions 2025/26:1326 by Sanna Backeskog (S), 2025/26:1810 by Aida Birinxhiku et al. (S), and 2025/26:2821 by Nooshi Dadgostar et al. (V) demand 1.

Riksdag decision: Approximately 1.8 billion kronor from the state budget for 2026 goes to the expenditure area Urban planning, housing supply and construction, and consumer policy. The Riksdag approved the government's proposal in the budget bill for 2026 on how the money within the expenditure area should be distributed. Thereby the Riksdag rejected alternative budget proposals in motions. Most money, just under 1 billion kronor, goes to the Land Survey Office. Just over 300 million kronor goes to the National Board of Housing, Building and Planning, and just under 200 million kronor goes to the Swedish Consumer Agency. Money is also distributed to an additional six areas. The Riksdag also approved the government's proposal for an authorization on financial commitment. The Riksdag decides on the state budget in two stages. First, decisions are made on the framework for the 27 expenditure areas in the budget. The Riksdag made that decision on 26 November 2025. Thereafter, the Riksdag determines in a second stage how the money should be distributed within each expenditure area. This decision concerns stage two of the decision-making process.
Counter-proposals
- The counter-proposal wants to replace the Riksdag's housing policy goal to ensure all have conditions to live in good housing at reasonable costs in sustainable and safe environments. (V) — Reservation 1
Plan vs actual vote
Every party, in chamber order: what its own plan pointed to, how it voted, and the reasoning behind both. Highlighted rows are where the two differ — but a vote that follows the plan is a result too, so the reasoning is there for every party.
The party programme establishes that everyone's right to have somewhere to live shall become reality and wants to see a general housing policy with equal terms, which corresponds to the counter-proposal's goal of good housing at reasonable costs within sustainable limits.

Reasoning and quotes
The party programme establishes that everyone's right to have somewhere to live shall become reality and wants to see a general housing policy with equal terms, which corresponds to the counter-proposal's goal of good housing at reasonable costs within sustainable limits. The election manifesto requires massive housing construction and reduced rents in line with the green transition, that is precisely the combination of social and environmental sustainability that the new goal expresses. The plan views the housing shortage as a political responsibility, not something the market solves.
- housing as a rightdecisive»Vi vill bygga ett samhälle där varje människas rätt att ha någonstans att bo« (party programme ↗)“We want to build a society where everyone's right to have somewhere to live”
The Left Party's next step is about a policy for massive housing construction, climate-smart renovations and reduced rents that go hand in hand with the green transition.”

- rental apartments with reasonable rents»Vi vill prioritera att bygga hyresrätter med rimliga« (party programme ↗)“We want to prioritize building rental apartments with reasonable”
The plan formulates its own housing policy goal: housing is a social right and all residents shall have appropriate, pleasant and secure housing through active and social housing policy.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan formulates its own housing policy goal: housing is a social right and all residents shall have appropriate, pleasant and secure housing through active and social housing policy. The counter-proposal's new goal of good housing at reasonable costs, equitable conditions and children's growing-up conditions lies close to this formulation. Moreover, the plan rejects separate solutions for the resource-poor, which is precisely the counter-proposal's reason.
- housing as a social rightdecisive»Bostaden är en social rättighet.« (party programme ↗)“Housing is a social right.”
- active housing policy»Aktiv och social bostadspolitik.« (party programme ↗)“Active and social housing policy.”
- political responsibility for housing supply»Styrande nationell bostadspolitik och stärkt kommunalt bostadsförsörjningsansvar.« (party programme ↗)“Governing national housing policy and strengthened municipal housing supply responsibility.”
- no to separate solutions»Segregationen bryts inte med särlösningar för resurssvaga.« (2022 manifesto ↗)“Segregation is not broken with separate solutions for the resource-poor.”

The plan wants to reinstate housing as a social right and build homes with reasonable rents in mixed and sustainable areas.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The plan wants to reinstate housing as a social right and build homes with reasonable rents in mixed and sustainable areas. The counter-proposal's goal of good homes at reasonable cost within long-term sustainable frameworks, with children's upbringing conditions and ecological and social sustainability at the centre, expresses precisely these commitments. The plan therefore supports the demand in substance.
Original (Swedish)
Planen stöder därför kravet i sak.
- housing as social rightdecisive»Miljöpartiet vill återupprätta bostaden som en social rättighet.« (party programme ↗)“The Greens want to reinstate housing as a social right.”
- reasonable housing costs»bygga fler klimatsmarta hyresrätter med rimliga hyror« (2022 manifesto ↗)“build more climate-smart rental housing with reasonable rents”
- mixed sustainable housing areas»Bostäder ska bidra till levande, blandade och hållbara samhällen.« (party programme ↗)“Homes shall contribute to lively, mixed and sustainable communities.”
- good living environments in planning»Bebyggelse ska ta hänsyn till kultur- och naturvärden och bidra till goda livsmiljöer.« (party programme ↗)“Development shall take account of cultural and nature values and contribute to good living environments.”
The plan takes no explicit position on what the committee actually decided — often because the committee's reason was procedural. The stance is derived and fully cited, but it does not show the party broke a commitment.
The party's housing line is based on simple rules and strong incentives to invest as well as a mobile housing market with low thresholds, not on a goal that places increased political responsibility-taking at the centre.
Plan documents: party programme · 2022 manifesto
Reasoning and quotes
The party's housing line is based on simple rules and strong incentives to invest as well as a mobile housing market with low thresholds, not on a goal that places increased political responsibility-taking at the centre. The election manifesto points in the same direction through reformed shore protection and resistance to measures that make housing more expensive. The counter-proposal's requirement for a new, more directive housing policy goal therefore lacks support in the documents.
- more homes throughout the countrydecisive»En förutsättning för utveckling är att det finns tillräckligt med bostäder i hela landet.« (party programme ↗)“A prerequisite for development is that there are enough homes throughout the country.”
- market-based housing market»präglas av rörlighet, låga trösklar, långsiktighet och mångfald.« (party programme ↗)“characterised by mobility, low thresholds, long-term perspective and diversity.”
- reformed shore protection»Strandskyddet ska reformeras så att det blir lättare att bygga och bo på landsbygden.« (2022 manifesto ↗)“Shore protection shall be reformed so that it becomes easier to build and live in rural areas.”
The total tax burden must come down next term. We will not participate in any tax increases that damage jobs, private saving or make housing more expensive.”
The counter-proposal is based on housing being a right that requires increased political responsibility-taking instead of targeted solutions for certain groups.
Plan documents: 2022 manifesto · party programme
Reasoning and quotes
The counter-proposal is based on housing being a right that requires increased political responsibility-taking instead of targeted solutions for certain groups. The plan goes the opposite way: building subsidies shall be abolished, the housing market shall be characterised by more market and more built homes, and those with particularly large needs shall be met with precisely a targeted system of needs-based housing. The plan's own goal is based on the individual's own preferences for form of tenure, not a politically formulated rights objective.
- targeted needs-based housingdecisive»Dagens dyra byggsubventioner ska avskaffas och ett nytt system med behovsbostäder ska införas för grupper med särskilt stora bostadsbehov, såsom våldsutsatta och familjer med mycket svag ekonomi.« (2022 manifesto ↗)“Today's expensive building subsidies shall be abolished and a new system with needs-based housing shall be introduced for groups with particularly large housing needs, such as victims of violence and families with very weak economies.”
- more market in the housing market»Vi vill skapa en bostadsmarknad med fler bostäder och mer marknad, där fler vill bygga och fler har råd att flytta.« (2022 manifesto ↗)“We want to create a housing market with more homes and more market, where more want to build and more can afford to move.”
- own choice of form of tenure»Målet är att alla ska kunna ha en bostad med en upplåtelseform som stämmer med de egna önskemålen och den egna livssituationen.« (party programme ↗)“The goal is that everyone shall be able to have a home with a form of tenure that matches their own preferences and life situation.”
To increase building in Sweden, competition should increase and regulations around building at both state and municipal level should be simplified.”
The plan establishes that housing is a fundamental need and that the state and municipalities must secure housing supply for all, with particular weight on children's and young people's housing environment and on low-income families with children, pensioners and students receiving good housing standards.

The plan's housing policy is based on ownership, increased building and deregulation: shoreline protection shall be abolished, detailed plans replaced by simpler building plans and everyone shall dare to dream of owning their own home.

The plan's housing policy is based on ownership, increased building and deregulation: shoreline protection shall be abolished, detailed plans replaced by simpler building plans and everyone shall dare to dream of owning their own home. A new goal making housing a basic right and placing emphasis on equal conditions and socially sustainable planning points in the opposite direction. The plan also wants to increase market elements in rent setting.

Planen vill dessutom öka marknadsinslagen i hyressättningen.

The plan's housing policy starting point is that everyone should have access to housing with good standards in a safe, pleasant, and comfortable environment and that public environments should be lively, family-friendly, and safe. The counter-proposal's new goal of good housing at reasonable costs in a safe environment that promotes children's upbringing lies close to that formulation. However, the plan does not take a position on the goal formulation as such, and its own main line is increased building and reduced migration pressure.
